Retail is not onward manufacture.

FSA distinguishes eligible pre-packaged retail goods for final consumption moving through NIRMS from ingredients for onward manufacture. GB authorisation alone is insufficient for the latter. A proposal is insufficient for either.

Consultation deadlines are not effective dates: FSA—16 November 2026; FSS—24 November 2026. Recheck the published conditions after a decision.
